Solar panels on new build homes (UK): the 2026 rules explained

From 2027, solar panels become standard on almost all new build homes in England. The Future Homes Standard, published in March 2026 and coming into force for new builds on 24 March 2027 (with a transitional period after that), requires rooftop solar on the vast majority of new homes, with panel coverage equivalent to at least 40% of the building's ground floor area where it's feasible. The government estimates a typical new build with solar could save its owners around £530 a year on energy bills. Homes built before the standard bites may or may not include solar, so it still pays to check.

Are solar panels required on new builds now?

Yes, for new homes built under the Future Homes Standard. Here's the honest timeline, because it has moved around and a lot of pages quote old dates:

  • June 2025: the government confirmed its intention that the vast majority of new build homes would have rooftop solar as standard, closing the loopholes that let earlier rules be dodged.
  • March 2026: the Future Homes Standard was published, setting out the technical detail.
  • 24 March 2027: the requirements come into force for new build homes. New projects entering Building Control after this date must comply.
  • A transitional period runs afterwards (into 2028) so developers can adjust, and homes already well underway before the cut-off may be built to the older rules.

So "required" is true going forward, but with a catch worth understanding: a new build you buy in 2026 or early 2027 is not necessarily covered yet. Some developers have fitted solar as standard for years; others still treat it as an upgrade or leave it off. Until the standard fully beds in, don't assume a new build has solar just because it's new. Ask.

What the Future Homes Standard actually requires

The headline is solar PV on the vast majority of new homes, but the detail matters:

Coverage target Panels covering the equivalent of at least 40% of the home's ground floor area, where feasible.
Where it's constrained If shading, orientation, or roof shape make 40% impractical, developers must still fit "a reasonable amount", not nothing.
Rare exceptions A small number of homes (for example, heavily overshadowed plots) may be exempt, but these are meant to be genuinely rare, not a routine escape hatch.
Alongside solar The standard also pushes high insulation and low-carbon heating (heat pumps), so a compliant new build is a low-energy home overall, not just a solar one.

The 40%-of-floor-area framing is a change from the previous approach, which the government judged had too many exemptions. The intent this time is that solar is the default and going without it is the exception you have to justify.

Buying a new build: with solar vs without

If you're house-hunting, the presence or absence of panels changes the maths.

With solar fitted. You get generation from day one with no separate project, no scaffolding, and (usually) the panels wrapped into the mortgage rather than paid for as a lump sum. The government's own estimate for a typical new build is around £530 a year off energy bills. The things to verify are quality and ownership (below), not whether solar is worth having: on a new, well-insulated home it almost always is.

Without solar. Plenty of new builds completed before the standard applies won't have panels. That's not a dealbreaker: a new roof is the ideal surface to add solar to later. But factor the cost of doing it yourself into your budget, and know that retrofitting after you've moved in means arranging your own installer, scaffolding, and roof access rather than having it done during construction when it's cheapest.

Either way, treat solar as one line in the specification to check, alongside the boiler or heat pump, insulation, and glazing. A new build sold as "energy efficient" is worth pinning down on specifics.

Developer-fitted vs aftermarket solar

A fair question is whether builder-fitted solar is any good. The honest answer: it's usually competent and cost-effective, but it's often specified to meet the standard rather than to maximise your generation.

  • Developer-fitted systems are installed during construction, so they're cheap to fit and integrated neatly. The trade-off is that developers optimise for compliance and cost: the array may be sized to the 40% rule rather than to fill your best roof, and the panels and inverter may be budget-tier. It's solar, it works, and it's good value, but it may not be the biggest or best system your roof could take.
  • Aftermarket systems, fitted later by an independent installer, let you choose the size, the components, and whether to add a battery. You pay full retrofit cost including scaffolding, but you get a system built around your roof and your usage rather than a building regulation.

Neither is "the right answer". If a new build comes with solar, take it and, if you want more, you can often add to it later. If it doesn't, an aftermarket install on a fresh roof is a clean, straightforward job. Ownership, warranties, and the quirks to check

New-build solar comes with a few wrinkles that existing-home solar doesn't. Get these straight before you complete:

  • Who owns the panels? On most modern new builds you own the panels outright as part of the house. But some older schemes (and a few current ones) use third-party or "rent-a-roof" arrangements where a company owns the panels and keeps the export income in exchange for fitting them free. That directly affects whether you get the export payments. Ask the developer plainly: do I own the system, and do I get the export income?
  • Warranties. Panels typically carry a performance warranty of 25 years or so and the inverter a shorter one (often 5–12 years). Confirm the warranties transfer to you, and that you have the paperwork, the MCS certificate, and the installer's details in case of a fault.   • Is a battery included? Many developer systems are panels-only. A battery lifts how much of your own generation you actually use, and it can be added later, so don't assume "solar" means "solar and storage".
  • Export setup. Check whether the SEG export tariff has actually been arranged, or whether that's on you to set up with an energy supplier once you move in. It's easy money left on the table if it's overlooked.

The bottom line

New build solar is going from "sometimes" to "standard": from 24 March 2027 the Future Homes Standard makes rooftop PV the default on almost all new homes in England, and even before then many developers already fit it. If you're buying a new build, the questions worth your energy aren't "should it have solar" (it should) but "does it, who owns it, and is it any good".
